Gosh Darn Refugees

Hey Ronald,
Look, it's bad enough that sometimes my agents die or give away money to churches when I've told them specifically to search for resources. You'd think that when I want them to bring home resources, they wouldn't deviate from that order and bring home refugees. If I wanted more people, I would have told them to search for refugees. Is there any way you can make it so that telling them to search for resources doesn't have them ending up bringing a buttload of people back? It kind of defeats the purpose of spending 75 energy points (which is a lot) trying to get more cash and food when they just bring home drains on my resources, doesn't it?

I don't even mind when they bring groups of police back. At least I can just fire police officers with no penalty except the waste of energy points. If I want to get rid of the refugees they just brought home, I usually have to spend 100 energy points or more, which is 25 more than it took to collect them in the first place, and then I have to worry about the chance of 3 of my agents dying, which costs more than tax income that the new refugees bring in anyway. It just seems like an all-around negative cluster f*ck for a result that's supposed to be a neutral outcome.

I'm able to build flats at this point, its still annoying to me though. I can't build flats fast enough to keep up with my agents bringing people back. Plus they drain so much food (especially during winter) that then I can't build flats for weeks.

I assume you are reffering to the 'Scavange goods' operation. If you wish to search for a certain resource without having the risk to get a negative result (in your situation), i advice you to use the operations dedicated to that specific resource.

'Scavange goods' gives you a random output, thats the way this operation works. Sometimes you get a good positive result, sometimes you get a negative one. Thats the risk you take.

Also you can Always escort the refugees you dont want out of your town.
