Some minor changes

Hey everyone,

Yesterday the round has started and we have introduced a lot of changes. Here are some minor changes we have just put online:

- Operation: Boost public order is now available from level 3 instead of 5, this will make it easier to handle public order.
- Operation: Find refugess, this will now gerenate a higher output and be more often succesfull.
- Ranking, user history. On the mainpage rankings page, you can now view a user history results, like awards or what spot they ended in earlier rounds.

Go to: https://www.the-outbreak.com/rankings.php and click on someone's username.

These are some minor changes so far, we might do some more tweaking in the coming days.
